FM transmitter limited the distance they cover the license from the FCC additional stations on the same frequency, unless they interfere with existing ones. Yes, my grandfather has 103.5 FM here in the central California coast, but it is divided into zones. For example, most of them were in the vicinity of Monterey operating different stations on the same wavelength. I do not know how the size of the areas, but I know that the power as the frequency range is limited, so do not interfere with other stations with similar frequencies.

There are probably thousands of the world of work stations at the same frequency.
